This is Crown Prince Wilhelm of Germany, whose full moniker is Friedrich Wilhelm Victor August Ernst. He was the last Crown Prince of the Kingdom of Prussia and the German Empire. Note the death’s head on his hat, this prefigured the symbol of the criminal Nazi SS. Everything on this uniform carries symbolic weight. After his father’s abdication, the Prince was a member of the right wing Stahlhelm, which merged in 1931 into the Harzburg Front, a militant organization opposed to the democratic Wiemar Republic. Beware Europe! Anti-democratic groups are rearing their skin heads again.
